Public Hearing – Gem Motel
March 22, 2021 – 7:00 p.m.
Zoom Conference
Purpose: For consideration of a Conditional Use Permit to convert existing structure (Gem Motel) into thirteen mini-storage units at 1615 E. Michigan Avenue. Current Zoning Ordinance permits mini-storage warehouse in the CS (Community Service) district as a conditional use. Notices were published in The Recorder* and surrounding neighbors were notified by mail*.

The public hearing was opened with the Pledge of Allegiance to the flag.
A motion was made by Vogt; seconded by Jackson, to approve the agenda as presented. Motion passed unanimously.
Shedd opened by giving a short history of the Gem Motel indicating the current dilapidated condition and indicating a blight to the area. Casey Merrild is requesting the Conditional Use Permit (CUP) as he would like to convert the building to a mini-storage facility. The seller is the Calhoun County Land Bank and representative Robinson was available. Merrild was not in attendance. Shedd noted that the proposed use is a good fit for the area and it would improve the use of land.
It was noted that a site plan was not included in the materials presented to the Planning Commission.
Atkin presented a written review* of the request noting areas where additional information would be required from the owner to fulfill the requirements of the CUP. (see pages 3-4) Among those items to be addressed would be plans for a gated facility, lighting, parking, landscaping, exact footage needed, signage, etc. It was recommended that the Planning Commission postpone a decision until a future meeting when the applicant is ready to respond.
There will be no need to publish a notice or notify residents of the future meeting.
A motion was made by Vogt; seconded by Jackson, to postpone further action on this matter until the June 3, 2021, meeting of the Planning Commission. Motion passed unanimously.
Shedd will contact Merrild to inform him of the outcome of this hearing and request the information listed above. Robinson requested that a copy of the site plan be submitted to the Calhoun County Land Bank.
