Special Meeting re: Ranger Power

Sheridan Township Hall

July 15, 2021 - 7:00 p.m.


Planning Commission present: Harold Badger (Chair), Sally Jackson (Vice Chair), Scott Frederick, Rick Offerson, Peggy Vogt (Secretary)


Guests: Sean Harris, Joene Gileguy (Ranger Power)*


The meeting was opened with the Pledge of Allegiance followed by a roll call of Planning Commission members. All present.


Agenda: A motion was made by Jackson; seconded by Frederick, to accept the agenda as presented. Motion passed unanimously.


Minutes: A motion was made by Jackson; seconded by Offerson, to approve the minutes of the July 1, 2021, meeting as presented. Motion passed unanimously.


Correspondence: Application from Ranger Power for Second Amendment to Site Plan*.


Reports: None


Unfinished Business: Ranger Power has submitted an application to Sheridan Township for a second amendment to the site plan for the large energy solar system originally adopted November 4, 2019*


Harris explained that the request is made to address concerns from Ranger Power investors. The amendments would address the original request by reducing the number of solar arrays; the relocation of the underground collection lines; the location of invertors; the relocation of private service drives as well as public access road driveways; and, the relocation of some fences to align with the revised solar panel reconfiguration. This will not change the original footprint design. The proposed changes will reduce the panels by approximately 25%. Landowners will be notified of these changes if they affect their property. The Calhoun County Road Commission will be consulted re: any driveway changes. Construction is expected to commence mid to late August.


Being no further questions/comments, a motion was made by Offerson, based upon the Planning Commission's review of the Conditional Use Permit (CUP), as amended by the Amended CUP, the Approved Site Plan as amended by the Approved Amended Site Plan, the 2nd Amended Site Plan, and the Zoning Ordinance, it is resolved that the Planning Commission approves the 2nd Amended Site Plan.


It is further resolved that River Fork is authorized to make the Construction Modifications without obtaining additional site plan amendments provided River Fork complies with the Requirements for Construction Modifications. Motion seconded by Frederick. Roll call vote, Offerson, yes; Frederick, yes; Jackson, yes; Badger, yes; Vogt, yes. Motion passed unanimously.

Other Business: New Zoning Ordinance books were distributed. Commissioners are to review these and note any changes/corrections/additions that should be considered. This will be discussed at the August 5, meeting.


Adjournment: A motion was made by Jackson; seconded by Frederick, to adjourn. Motion passed unanimously. Meeting adjourned at 8:05 p.m.
