Regular Meeting

December 4, 2025- 7:00 p.m.

 

Planning Commission present: Rick Offerson (Chair), Sally Jackson (Vice Chair), Scott Frederick, Chip Hanlon, Janet Cuatt

 

Staff: David Martin (Zoning Administrator)

Guests: Jim Frohlich

 

1.      Pledge of Allegiance: The meeting was opened with the Pledge of Allegiance at 7:00pm.

2.      Call to order. 

3.      Approval of Agenda: A motion was made by Hanlon; seconded by Jackson to accept the agenda as presented.  Motion passed unanimously.

4.      Approval of minutes: A motion was made by Hanlon; seconded by Jackson to accept the meeting minutes from the regular meeting held on Oct 2, 2025.  Motion passed unanimously.

5.      Public Comments: Opened at 7:03.

6.      Close public comments: No public comments, closed at 7:03.

7.      Correspondence Received:

a.      Rezoning request for property ID#19-281-057-50 from LI – Light Industrial to RB – Medium Density Residential District (Vacant Land) C Drive North*: Mr. Frohlich would like to build a house on the 10 acre property on C Drive North that is currently zoned as Light Industrial. Martin discussed several perspectives of the request for the Planning Commission to consider. The surrounding area is mostly all residential. Martin has not heard of any interest in the property to be used for Industrial, or any other use. Martin will follow up with Lewan at Carlisle-Wortman Associates regarding potential zoning change to the Master Plan, if a single house can be built on multi family, and confirm steps related to the rezoning, whether every property owner in the section needs to be notified, in addition to a public hearing.

b.      A motion was made by Hanlon; seconded by Jackson to move forward with the Rezoning Request for Property ID#19-281-057-50 from LI – Light Industrial to RB – Medium Density Residential District (Vacant Land) C Drive North. Motion passed unanimously.

c.       The Planning Commission will make the Township Board aware of the recommendation before sending it on to the County Planning Commission for their comments.

8.      Reports from Staff and Officials:

a.      Township Board member – Scott Frederick

                                                  i.      Frederick and Porter met with the Road Department to review the list of roads to fix and the high cost. Frederick and Porter have received a lower quote from Fleis&Vandernbrink which they are reviewing the itemized quote to make sure the quotes are based on the same objectives and quality.

                                                ii.      Also looking at the cost and options to hire tree trimming done over the roads. 

 

 

b.      Zoning Administrator – David Martin

                                                  i.      Permits*: Three (3) for building, two (2) for electrical, one (1) for mechanical, one (1) for zoning.

c.       Enforcements*: Continued follow up with 24 Mile Rd, and others.

d.      Zoning board of appeals representative – Rick Offerson – no updates, no meetings since last meeting.

9.      Old Business: None

10.  New Business: 

a.      Martin found the Conditional Use Request for the Russian Orthodox Church the Planning Commission approved.  Martin sent it onto the Township Board, who approved the conditional use at their last meeting.

11.  Reminder of next meeting Feb 5, 2026.

12.  Meeting adjourned: A motion was made by Hanlon; seconded by Jackson to adjourn the meeting.  Motion passed unanimously. 7:40pm.
