Regular Meeting
October 2, 2025- 7:00 p.m.
Planning Commission present: Rick Offerson (Chair), Sally Jackson (Vice Chair), Scott Frederick, Chip Hanlon, Janet Cuatt
Staff: David Martin (Zoning Administrator)
Guests:
1. The meeting was opened with the Pledge of allegiance.
2. Call to order.
3. Approval of Agenda: A motion was made by Hanlon; seconded by Frederick to approve the agenda as presented. The motion passed unanimously.
4. Approval of minutes:
a. The meeting minutes from the June 5, 2025 meeting were missing from some folders last meeting, available for review this meeting.
b. A motion was made by Frederick; seconded by Hanlon to accept the minutes for the June 5, 2025 and Aug 7, 2025 as presented. The motion passed unanimously.
5. Public Comments: No comments.
6. Close public comments: Closed at 7:08p.m.
7. Correspondence Received*: Planning Commission members received a pamphlet from Michigan Township Association for a Township Planning and Zoning Team Retreat in Frankenmuth late October. Contact Supervisor Porter if interested in attending.
8. Reports from Staff and Officials:
a. Township Board member – Scott Frederick. They met with the Road Department Monday the 22nd to look over the map. No particular roads were identified at this time. We are waiting on a quote in order to take out a bond for repairs.
b. Zoning Administrator – David Martin.
i. Permits*: Three (3) building, one (1) demolition for Airco Industrial Gasses, Four (4) electrical, three (3) mechanical, three (3) zoning.
ii. Enforcements*: One (1) for the month. Follow up on several, including citations and follow up notification letters. Per the Township, they won’t pay for the cleanup unless that cost can be recouped.
c. Zoning Board of Appeals representative – Rick Offerson. No updates, no meetings since last meeting.
9. Old Business
a. Zoning/Ordinance: The ordinance was pending public comments from this meeting. Next step is to send on to Township Board.
10. New Business
a. Solar Weed Control: Concern over weed control in the solar fields was raised. Frederick thought there were provisions for weed control by solar companies of their fields. The weeds are not being managed, going to seed, and carried by the wind into farmers fields. Should weed control be added to the ordinances, and what type of weed control can be used? Martin will follow up with Lewan.
b. Russian Orthodox Church: Martin will look into the original request to the Planning Commission regarding if conditional use was requested and granted.

12. Adjournment: A motion was made by Jackson; seconded by Hanlon, to adjourn. Motion passed unanimously. Meeting adjourned at 7:45 p.m.
