January 6, 2022 Planning Commission Meeting Minutes

Sheridan Township Hall

January 6, 2022 - 7:00 p.m.


Planning Commission present: Harold Badger (Chair), Sally Jackson (Vice Chair), Scott Frederick, Rick Offerson, Peggy Vogt


Guests: Fr. Joshua Frigerio


The meeting was opened with the Pledge of Allegiance followed by a roll call of Planning Commission members.


Agenda: A motion was made by Frederick; seconded by Jackson, to accept the agenda as presented. Motion passed unanimously.


Minutes: A motion was made by Offerson; seconded by Frederick, to approve the minutes of the December 2, 2021 meeting as presented. Motion passed unanimously.

Public Comments: None


Reports: Township Board - Frederick reported he attended a recent Calhoun County Road Commission meeting. The County is tentatively planning to pave two miles of roads in Sheridan Township in 2022. The cost will be covered by a match from the township. This will not include canopy work.

Zoning Administrator - Tom Shedd has resigned as Zoning Administrator due to health concerns. David Martin has accepted the position of Zoning Administrator and was welcomed to the meeting. A report of January permits issued was presented.*

Zoning Board of Appeals - Badger had nothing to report


New Business: None to report


Unfinished Business: Request for a Conditional Use Permit for 13526 29 Mile Road for placement of a private church cemetery. Fr. Frigerio was present to answer questions and presented a computer rendering of the entire property when completed. Upon advice from Doug Lewan, Carlisle-Wortman Associates,* it was suggested that the Planning Commission consider the cemetery an Accessory Use of the church rather than a Conditional Use. A public hearing will not be necessary. During discussion the following information was shared: (1) the cost of the church construction is estimated between $1-$1.5 million and funds have not been entirely secured; (2) the church has purchased the land; (3) the congregation supports the cemetery project; (4) a builder/contractor has not been secured; (5) construction is expected to begin summer of 2023; (6) the Health Department is not involved but a licensed undertaker is required to be present to witness a burial. A motion was made by Offerson; seconded by Jackson, to approve the request for application of Accessory Use of the church for a cemetery to be located on church property and submit this request to the township board for approval at their January 18 meeting. Offerson, yes; Jackson, yes; Frederick, yes; Badger, yes; Vogt, no. Motion passed 4-1.


It was recommended that the Planning Commission return to their every other month meeting schedule for 2022-2023. Vogt will prepare meeting schedules for all and present for approval at the February 3 meeting. (Note for file: The 2/3/22 meeting was canceled due to inclement weather.)

Adjournment: A motion was made by Offerson; seconded by Jackson, to adjourn. Motion passed unanimously. Meeting adjourned at 8:10 p.m.
