Planning Commission present: Harold Badger (Chair), Sally Jackson (Vice Chair), Scott Frederick, Rick Offerson, Peggy Vogt
Guests: Richard Porter (Supervisor), Father Joshua Frigerio (Orthodox Church)*
The meeting was opened with the Pledge of Allegiance followed by a roll call of Planning Commission members.
Agenda: A motion was made by Vogt; seconded by Offerson, to accept the agenda as presented. Motion passed unanimously.
Minutes: A motion was made by Frederick; seconded by Jackson, to approve the minutes of the November 4, 2021, meeting as presented. Motion passed unanimously.
Public Comment: None
Correspondence: (1) Fr. Frigerio had submitted correspondence re: a proposed cemetery for church members to be located on church property on 29 Mile Road. Unfortunately due to internet issues not all Commission members had received the information. (Note: Information was received 12/3/21 by Commissioners)*
(2) Correspondence was received from James Tedder of ITC re: the Stable Site Plan for the planned solar substation at 26 Mile Road and F Drive, N.
Reports: Township Board - Frederick reported he had updated the Board on the current status of the proposed updates to the Zoning Ordinance by the Planning Commission.
Zoning Administrator: No report
Zoning Board of Appeals - David Martin will replace Tom Shedd on the Zoning Board of Appeals.
New Business: Fr. Frigerio came to give an update and offer information re: a Conditional Use Permit request for a cemetery on church property located on 29 Mile Road:
(A) The church has not yet been built
(B) Church cemeteries are not regulated by the State of Michigan
(C) Size: 100 lots
(D) These will be unsealed caskets and vaults are not required
(E) Parishioners will maintain the cemetery
(F) Headstones will be above ground
(G) One burial per grave site
(H) No public hearing will be required re: this request
Comment from Doug Lewan: An option would be to consider this request as a church accessory.
A motion was made by Vogt; seconded by Jackson, to table this request until the January 6 meeting so all Commissioners had received the delayed emails and had a chance to review the information. Motion passed unanimously.
An expense report was submitted by Vogt for 2020-2021 covering postage and printing costs for minutes in the amount of $60.28. Motion by Frederick; seconded by Offerson, to submit the expense report to the Township Board for payment. Motion passed unanimously.
Unfinished Business: Tedder of ITC and Bruce Pindzia of Fleis and Vanderbrink have submitted the outcome of the administrative review re: the Stable Site Plan for the substation to be located at 26 Mile Road and F Drive, N.* It is noted that all seems to be in order. A motion was made by Offerson; seconded by Jackson, to approve the submission report and pass it on to the Township Board for approval. Motion passed unanimously.
Adjournment: A motion was made by Vogt; seconded by Offerson, to adjourn. Motion passed unanimously. Meeting adjourned at 8:30 p.m.
