August 20, 2019
Call to Order: The meeting was called to order by Supervisor Richard Porter @ 7:00 p.m.
Pledge: The pledge was given by Cindy Stanczak Director of the Albion District Library.
Present: Roll call Randy Fisher, Scott Frederick, Brenda Heisler, and Richard Porter.
Absent: Shanna Pollman
Audience: County Commissioner Gary Tompkins, Citizen Rick Offerson, Director of the Albion District Library Cindy Stanczak, Ranger Power Representative Sean Harris, Leslie citizens Linda DeBryler, and Linda Waller.
Approval of Agenda: A motion was made by Randy Fisher, 2nd by Scott Frederick to approve the amended agenda to add, the amended language to allow large Solar Energy Systems as a conditional use on Medium Density Residential, Highway Service Commercial and Open Space and Open Body Conservation. Roll call vote – Yes – Randy Fisher, Scott Frederick, Richard Porter and Brenda Heisler. The motion passed.
Minutes: A motion was made by Randy Fisher, 2nd by Scott Frederick for the July 16, 2019 minutes to stand as written. Also a motion was made by Scott Frederick, 2nd by Randy Fisher for the July 31, 2019 minutes to stand as written.
Bills: A motion was made by Randy Fisher, 2nd by Scott Frederick to pay the bills. Roll call vote – Yes – Randy Fisher, Scott Frederick, Richard Porter, and Brenda Heisler. The motion passed.
Treasurer’s Investment Report: Accepted as written –Yes –
Correspondence: None
Planning Committee: -Scott Frederick explained that they discussed the “Wedding Venue” Barn but, are taking their time.
-The notification of neighbors for the addition to the Anderson’s was not done so they could not vote on the issue or hold the Hearing legally.
Fire Department: -See attached report.
-Due to the Fire Chief out on a run, Supervisor Richard Porter gave the fire report.
Public Comment: -Albion District Library Director Cindy Stanczak reported that due to the Air Condition unit going down, that next Tuesday a local Air Conditioner Agent will be installing a new 5 ton unit. The Ash St. entrance will be closed; the Superior St. entrance will be open.
-A book sale goes on during the Festival of the Forks by Friends of the Library and AAUW.
-Ranger Power – Sean Harris gave his report as to the beginning dates of the solar project and said the permits are in line.
-County Commissioner: Gary Tompkins talked about his Newsletter.
New Business: -Solar Field update – Sean Harris with Ranger Power already gave his report.
-Fire Truck update – The quote was discussed. Ranger Power is possibly buying Sheridan Township a Fire Truck.
-Savion will pay 150,000.00 for 7 years to the Fire Department for training.
-The new building for housing of Fire Trucks was discussed and tabled.
-A motion was made by Randy Fisher, 2nd by Scott Frederick to accept D & D Maintenance’s quote for stripping and refinishing the floors in the Community Room and the Fire Department office for $800.00. Roll call vote – Yes – Randy Fisher, Brenda Heisler, Richard Porter and Scott Frederick. The motion passed.
-A motion was made by Randy Fisher, 2nd by Scott Frederick to accept the retirement of Robin Kulikowski the Assessor and the proposal that she has submitted (see attached). Roll call vote – Yes – Randy Fisher, Richard Porter, Scott Frederick, and Brenda Heisler. The motion passed.
-A motion was made by Randy Fisher, 2nd by Scott Frederick to accept the property at 26700 W. Michigan Ave., Albion back and to deed it to the Anderson’s for cleanup. Roll call vote – Yes – Randy Fisher, Richard Porter, Scott Frederick and Brenda Heisler. The motion passed.
-A motion was made by Randy Fisher, 2nd by Brenda Heisler to accept Resolution 2019-04 The City of Albion Grant Application for Knauf. Roll call vote – Yes – Randy Fisher, Richard Porter, and Brenda Heisler. – No – Scot Frederick. The motion passed.
Adjourn: A motion was made to adjourn by Randy Fisher, 2nd by Scott Frederick @ 8:15 p.m. The motion passed.
